An apparatus and a method for transmitting an MT(Mobile Terminated) message in an open mobile business support system are provided to efficiently present various MT message services by implementing various business templates according to kinds of each service in an open mobile business system. An MT message processing apparatus using an open mobile business support system comprises an open web interface(150), a service intermediation part(132), and an MT interworking part(151). The open web interface(150), located in an OI(Open Interface) processing part(22), receives an MT SMS or MMS message, provided to a user equipment from a CP(Contents Provider)/SP(Service Provider)(11). The service intermediation part(132), located in a business logic processing part(23), executes a biz template for the MT message through interworking with the MT interworking part(151). The MT interworking part(151) mediates the interworking between the service intermediation part(132) and a mobile communication legacy system so that the MT message can be transmitted to the user equipment through an MP/MMSC(Multimedia Message Service Center)(130) for the biz template execution of the service intermediation part(132).
