A cosmetic composition containing the extract of Siphonostegia chinensis is provided to whiten the skin by inhibiting tyrosinase activity and melanin synthesis, improve wrinkles by removing free radicals and inhibiting collagenase activity and expression, and reduce skin irritation. The cosmetic composition for skin-whitening, wrinkle improvement and skin irritation reduction contains the extract of Siphonostegia chinensis, wherein the amount of Siphonostegia chinensis extract is 0.001-30.0 wt.% based on the total weight of the composition; the Siphonostegia chinensis extract is prepared by extracting Siphonostegia chinensis with solvent selected from purified water, methanol, ethanol, glycerin, ethylacetate, butylenes glycol, propylene glycol, dichloromethane and hexane at 70-85 deg. C, filtering the suspension and concentrating the filtered solution under reduced pressure and freeze-drying it at 50 deg. C or less; and the composition is formulated as lotion, gel, water-soluble liquid, cream, essence, oil-in-water(O/W) and water-in-oil(W/O) type basic cosmetic, O/W and W/O make up base, foundation, skin cover, lipstick, lip gloss, face powder, two-way cake, eye shadow, cheek color or eyebrow pencil.
