A method for offering a local information providing service by using an LBS(Location Based Service) and a system thereof are provided to offer the latest information and detailed information on a specific area through a moving picture or a photo to a requester. A method for offering a local information providing service by using an LBS(Location Based Service) comprises the following several steps. A system for offering the local information providing service receives a signal for requesting information on a specific area from a requesting-side mobile communication terminal(S410). The system checks a position of a response mobile communication terminal located at the specific area, and requests the response mobile communication terminal to send the information on the specific area(S420,S430). The system receives a moving picture or a photo, including the information on the specific area, from the response mobile communication terminal(S440,S450). The system sends the moving picture or the photo to the requesting mobile communication terminal(S460).
