A flat polyester fiber, a spinneret for spinning the same and a manufacturing method of the same are provided to have the excellent file upright property and to display the luster differentiation effect by the sense of touch and diffused reflection. A polyethylene terephthalate polymer is melted and spun by means of a spinneret for satisfying the specific conditions. The spun polyethylene fiber is passed through a delay cooling member with below 50mm installed at the spun spinneret and cooled. Thereafter, the spun polyethylene fiber is passed through a cooling member. At the cooling member, the maximum distance between the cold wind exhaust surface and the filament is controlled by 2-30mm and then the non-drawing fiber is manufactured. Thereafter, the non-drawing fiber is drawn.
