The invention provides a non-oriented electromagnetic steel sheet having higher magnetic-flux density and lower core loss than ever. The steel material for the non-oriented electromagnetic steel sheet comprises, by mass%, 0.01-0.2% C, 3% or less Si, 0.05-3.0% Mn, 1% or less Al, 0.2% or less P, 0.01% or less S, 0.005% or less N, and the balance Fe with unavoidable impurities. The method for manufacturing the steel sheet includes a series of steps of: hot-rolling the above steel material; annealing the hot-rolled plate; rolling the plate into a final sheet thickness; and then decarburization-annealing and finish-annealing the sheet; wherein the hot-rolled plate is annealed in a temperature range of an AcSB3/SBpoint or higher.
