PURPOSE: A stable phosphor complex or blend containing a first phosphor emitting UV and visible light after being excited by a vacuum UV light source and a second phosphor capable of being excited by VUV and UV is provided which exhibits better stability(life) than a phosphor for plasma display panel available in the market emitting when being excited by 147 or 173 radiation. CONSTITUTION: The phosphor complex or blend contains a lanthanum phosphate phosphor with Tm3+ as an activator, Li+ and an optional amount of an alkaline earth element(AE¬2+) as a coactivator, having an empirical formula:(La1-x-y-zTmxLiyAEz)PO4, wherein 0.001=x=0.05, 0.01=y=0.05, and 0=z= 0.05; and 15 to 30% by weight of barium, magnesium, aluminate (BAM) having an empirical formula:(Ba1-xEux)O MgyO (Al2O3)z, wherein 0.005=x=0.05, 1=y=2 and 5=z=7.
