A reverse link rate control device by multiple forward control channels in a fast wireless communication system and a control method thereof are provided to control a transmission rate of a reverse link based on a lot of control information related to the amount of reverse traffic loads provided to a terminal from a base station, thus stable rate control of the reverse link is possible. A receiver comprises the followings. RA(Reverse Activity) channel receivers(630) receive RAB(RA Bit) information from each base station included in an active set of a terminal. SA(Secondary Activity) channel receivers(670) receive SAB(SA Bit) information from each base station. A CRAB(Combined RAB) generator(600) generates CRAB information by using the received RAB information. A CSAB(Combined SAB) generator(660) generates CSAB information by using the received SAB information. A transmitter comprises as follows. A random number generator(620) generates a random number value. A rate controller(610) determines a transmission rate through comparison of a rate control probability and the random number value, and a CSAB information value. A data channel transmitter(640) transmits data to the base stations through a reverse link according to the determined transmission rate. An RRI(Reverse Rate Indicator) channel transmitter(650) transmits RRI information to the base stations.
