An apparatus for repairing a non-excavation pipe line and a repair construction method using the same are provided to improve the installing performance of repair members and easily repairing the pipe line according to the precise installation of the repair members. An apparatus for repairing a non-excavation pipe line comprises a main body(100) formed to the front and rear directions; a wheel(101) connected to the main body to support the body; plural advancing and retreating arms(220) radially formed on the body and movably mounted, wherein the front end is closely attached at the inner wall when advanced and retreated; and an advancing and retreating unit(230) moving the advancing and retreating arms. The advancing and retreating unit is installed to be rotated on the body, wherein one surface contains a rotary disk formed with a spiral guide projection, and a driving unit rotating the rotary disk.
