An NMS(Network Management System) using a transponder in an HFC(Hybrid Fiber Coaxial) cable environment is provided to control the transponder, an ONU(Optical Network Unit), and an amplifier by an HMS(HFC Network Management System) module without a separate uplink frequency channel, and to construct a new headend, thereby remarkably reducing an excessive construction cost and construction time. An OTR(Optical Transmitter Receiver)(110) transceives an optical signal with a CMTS(Cable Modem Termination System)(100). An ONU(120) mutually converts an RF(Radio Frequency) signal into an optical signal with the OTR, and transceives the converted signal. A tap-off unit(140) taps off the converted RF signal. A TBA(Trunk Bridger Amplifier)(130) compensates an attenuation value of the tapped RF signal. An HMS(160) converts data generated from the ONU and the TBA into Internet data packets to send the packets to the CMTS(100). A DHCP(Dynamic Host Configuration Protocol) server(220) allocates an IP address to the HMS(160). An HMS server(210) processes the Internet packets. A DB server(200) stores the processed data.
