A GRE(Generic Routing Encapsulation) tunnel-based VPN(Virtual Private Network) and a GRE tunnel-based line multiplexing method are provided to group plural GRE tunnels to manage the grouped GRE tunnels, and to transmit a series of packets through the various tunnels within the groups, thereby offering a substantial wideband service. A GRE device management module(120) generates or deletes GRE tunnels connected with a remote gateway, and updates information on the generated GRE tunnels. A multiplexing information management module(110) manages information on multiplexing groups consisting of at least one GRE tunnel generated by the GRE device management module(120).
