A method for determining a road route for basic design on 3D space by using digital photometry and satellite images are provided to reasonably determine the road route for the basic design by instantly providing quantitative/qualitative information using the satellite images to a user in the virtual 3D space. An area including a target area is captured by using an artificial satellite(100). A ground reference point is obtained by a ground survey device and is converted into a 3D model by using a precise 3D modeling device(200). A candidate route is selected by outline design, the selected candidate route is linearly designed, and the designed candidate route is produced as outline quantity(301). A digital altitude model is made by using 3D model data(302). A satellite orthographic projection image is made by using the digital altitude model(303). The orthographic projection image and design data are overlapped(400). Visualization and simulation are performed by using the overlapped data(500).
