An advanced sewage and wastewater treatment apparatus for smoothly attaching and detaching microorganisms by using a fixed-movable type carrier is provided to enable microorganisms to remove organic matters, nitrogen, phosphorous and the like of contaminants by rotatably placing and fixing fixed-movable type carrier housings in which microorganism carriers are housed using fixed frames. An advanced sewage and wastewater treatment apparatus(1) for smoothly attaching and detaching microorganisms by using a fixed-movable type carrier comprises: fixed frames(10) including a plurality of main pole pipes(11) vertically set up and fixed onto an inner part of a reactor(5) in which air diffusers(30) are installed, and which purifies sewage and wastewater flown in using microorganisms, and connecting pipes(12) which connect the main pole pipes to neighboring main pole pipes to hold the connected main pole pipes, and are fixed onto an inner wall of the reactor; and a plurality of fixed-movable type carrier housings(20) which are formed in a four direction-opened rectangular frame shape, which are placed and fixed such that the fixed-movable type carrier housings are penetrated by the main pole pipes of the fixed frames and rotated by the force of a stream of water in the reactor, and in which window frame-shaped microorganism carrier external frames are constantly housed with being spaced apart from one another in a predetermined distance, wherein plate-like microorganism carriers(21) are fixed to the window frame-shaped microorganism carrier external frames.
