A method and an apparatus of producing chlorine dioxide, which can improve purity and yield of chlorine dioxide by adding a specific acid or a salt thereof to the seawater, thereby producing chlorine dioxide and water, are provided. An apparatus(100) of producing chlorine dioxide for ship ballast water treatment by using salt chlorite and chlorine in seawater comprises: an inflow port(10); a first injection device(20) connected to the inflow port to inject oxalic acid, boric acid, phosphoric acid, florinated silicic acid, sulfuric acid, sodium oxalate, sodium metaborate, potassium borate, sodium metasilicate, sodium phosphate and sodium sulfate; a line mixer(30) which is connected to the first injection device, and in which seawater is mixed with the oxalic acid, boric acid, phosphoric acid, florinated silicic acid, sulfuric acid, sodium oxalate, sodium metaborate, potassium borate, sodium metasilicate, sodium phosphate and sodium sulfate; a second injection device(40) connected to the line mixer to inject salt chlorite; a booster pump(50) connected to the second injection device to mix salt chlorite; a pressurization tank(60) connected to the booster pump to pressurize the mixed salt chlorite; an ejector(61) connected to the pressurization tank to decompress a salt chlorite solution; a suction device(70) connected to the ejector to suck chlorine gas; a reaction column(80) connected to the suction device to react the sucked chlorine gas with salt chlorite; and an exhaust port(90) for exhausting chlorine dioxide produced by the reaction of the chlorine gas and salt chlorite in the reaction column.
