A method and an apparatus for recycling dust of a steelmaking plant are provided to recycle wasted resources by collecting zinc powder of good quality and iron oxide by selecting zinc powder and iron oxide powder with magnetic force, and pulverizing zinc powder and iron oxide powder, and classifying zinc powder and iron oxide powder according to a grade scale. Dust of a steelmaking plant is separated into magnetic particles and non-magnetic particles by using a magnetic force selector(200). The separated magnetic particles are recovered by the magnetic force selector. A classifier(500) separates the non-magnetic particles according to a reference grade scale. The magnetic force selector recovers non-magnetic particles larger than the reference grade scale. A dust collector(600) collects non-magnetic particles smaller than the reference grade scale.
