A QoS(Quality of Service) supply method in a BcN(Broadband convergence Network) for receiving a mobile IP(Internet Protocol) and a system thereof are provided to supply seamless handover which ensures QoS by using a DSCP(Differential Service Code Point) field, thereby guaranteeing the QoS in accordance with a service and a policy. A central concentrated manager defines a policy and a service to be applied to a network(210). The manager reflects a QoS variable in accordance with the defined service and policy upon a DSCP field(220). A service and policy reflector transmits the reflected DSCP field and QoS variable to a service and policy performer within an access router, so that the transmitted field and variable can be applied to the access router(230).
