A node availability prediction-based grid network congestion control device and a method thereof are provided to detect a congested node as limiting the amount of transmitted packets by setting a congested zone and estimating congested states of each node, thereby decreasing packet loss due to congestion. A grid mediator(100) searches grid nodes, divides data received from a grid application program to send the divided data to a packet controller(200), or receives packets processed from the packet controller(200) to collect the packets, then converts the collected packets into result data. A node manager(300) collects state information from the grid nodes, and responds to a request message related to node information to provide the state information. A predictor(400) calculates node availability of each grid node based on the state information, and predicts average node availability of the overall nodes. The packet controller(200) sets a congested zone based on the average node availability, and allocates the packets received from the mediator(100) according to estimated congestion levels of each grid node.
