A method for refining ultra-low phosphorous steel in a converter, which improves productivity by reducing the steelmaking time of a converter process, can reduce the manufacturing cost of molten steel by reducing the injection quantity of subsidiary raw materials, and can control phosphorous in molten steel stably, is provided. A converter refining method comprises: a step(S10) of charging principal raw materials of hot metal and iron scrap into a converter; a first blowing step(S20) of dephosphorizing the hot metal; a step(S30) of performing a middle discharging process of the dephosphorized slag; and a second blowing step(S40) of decarburizing hot metal from which the slag is discharged, wherein sintered ore is injected into the converter in an amount of 1.7% or more of the total charging amount, or blast furnace return ore is injected into the converter in an amount of 2.6% or more of the total charging amount after performing the step(S10).
