A device and a method for producing recycled aggregates from the construction waste, having a conical pipe-shaped foreign material removing unit using point blowing are provided to increase foreign material separation efficiency by maximizing blowing performance of the foreign material by using a point blowing-type protruded conveyor. In an apparatus for treating aggregates including foreign materials by crushing the construction waste and transferring the crushed construction waste through a conveyor, a device for producing the recycled aggregates from the construction waste is composed of a point blowing-type blower(1) for instantaneously point-blowing the wind to the waste material conveyed on the conveyor several times and a conical pipe-shaped foreign material removing unit(2) for collecting the foreign materials scatted by blowing the wind.
