A method for manufacturing an environment-friendly and low-toxic tetrapod for a breakwater and the tetrapod for a breakwater are provided to adsorb and neutralize strong toxicity of cement by adding mineral matter such as illite, anorthite, and dolomite emitting anion. A method for manufacturing an environment-friendly and low-toxic tetrapod for a breakwater comprises the steps of: filtering out fine powder of illite, anorthite, and dolomite emitting far infrared rays by a sieve below 150 meshes; equally mixing cement of 19~21wt.%, sand of 19~21wt.%, aggregates of 29~31wt.%, illite of 9~11wt.%, anorthite of 6~8wt.%, dolomite of 3~5wt.%, and an additive of 1.5~2.5wt.%, and then adding water of 6~8wt.% and equally kneading the mixed material; inserting a steel frame into a mold having four molding grooves formed in the shape of a leg and molding the tetrapod by putting the kneaded concrete into the mold and applying vibration with pressing the concrete; firstly curing the concrete by leaving the mold in which the tetrapod is molded by injecting the concrete mixture, in the nature for 1~2 days; separating the mold from the molded tetrapod firstly cured; and secondly curing the molded tetrapod in the nature for 4~7 days.
