A backwashing apparatus and a backwashing method are provided to maintain a constant flow of a filtration layer by controlling a backwashing flow rate and an air amount according to temperature of an influent by selecting a water temperature as an index in a backwashing process of a rapid filter system that is applied as a key process of a water purifying process. An apparatus for controlling a flow rate of backwashing water of a rapid sand filter according to water temperature comprises: a backwashing pump(4) for supplying backwashing water into a rapid filter system from the outside; a backwashing water flow control unit which is installed on a pipe line for supplying backwashing water into the rapid filter system, measures a temperature and a flow rate of backwashing water in real-time, and controls a flow amount of backwashing water using the measured data; a control part(2) for controlling a backwashing flow rate, a backwashing flow amount and a backwashing time using converted measurement signals obtained by receiving measurement data from the backwashing water flow control unit and comparing the received measurement data with preset input data values; and a control PC(personal computer)(1) for receiving converted control signals transmitted from the control part to display the temperature of the rapid filter system, and transmitting the backwashing flow rate and the backwashing flow amount to the control part by recognizing that a backwashing time of the rapid filter system is arrived in the case that the converted measurement signals correspond to a preset reference range.
