The device has a sail system (5) for driving and controlling a Herrmann mobile wave energy converter (HMW). A control unit (15) and drive unit (14) at a side of the HMW are provided under water. A free fluid surface air is managed in a high pressure buffer (3) by air cavities (8, 9) and the air is evacuated from a low pressure buffer (4) by a liquid storage (6) that is implemented as a communicating tube with free fluid surfaces. An air turbine (2) changes a pressure difference of the buffers by the energy converter into energy, where the device is operated autonomously.
