The frame has a reel changing device, and a lifting and shearing system supported in a slide (21) that is movably guided transverse to a longitudinal axis of the frame. Guide pairs (29) are swivelably connected with the slide or a connected frame (20). The guide pairs run transverse to the frame center and are swivelably connected together with a push/pull rod (31), which is longitudinally guided through the frame center. Several piston/cylinder units (26) are provided for moving the slide carrying reel changing devices.
