The device has a cutting device (11) provided as a cross cutting device to which a flexible material web e.g. plastic foil web (2), is supplied. An ionization and air blast device (10) is arranged directly upstream to the cutting device. The material web is electrically neutralizable before conveying to the cutting device and is supportable on a gas or an air cushion by an arrangement of the ionization and air blast device upstream to the cutting device. An independent claim is also included for a method for operating a material web cutting device.
