Fixing and tying device comprising a clip device, e.g. a fixing clip (3) and a tube-like element (5). The clip device has a folding aid around which the at least one end of a necktie, a shawl, a scarf or the like can be wound, the tube-like element being able to be freely fixed relative to the folding aid in a number of positions at least in areas.
