A cylindrical housing (11) has two rows of projections (60,62) formed discontinuously in circumferential direction with intervals on the its inner surface, for holding and fixing partition wall (35) separating combustion chambers (30,50) accommodating ignition device and gas generating agent. A gas discharge port is provided at each combustion chamber. The retainers (80,90) are press-inserted into the chambers, such that wall portions of retainers abut against the inner circumferential surface of housing so as to separately air-seal the chambers.
