The device has a supporting frame supported over a base on a ground for receiving paper/foil/fabric-like advertising medium. The advertising medium with upper and lower ends is secured on a roller (9). The roller is held torque proof at both the ends on the base consisting of two parts (4). The roller is connected with a retaining rod (15) via a leading bar (13) in unwounded state of the medium. The lower end of the medium is largely unwindable on the roller and the upper end of the medium is connected to the retaining rod.
