The device has a sealing plate with a metal core press fitted into an outer unit (10), and an inner unit (1) that comprises a wheel hub (2). A sealing unit is integrally vulcanized at the metal core. A cylindrical inner end portion surrounds an inner circumferential edge and a portion of the back surface of the metal core. Each tip of the side lips is in sliding contact with the sling ring at a preset contact pressure. The cylindrical inner end portion is arranged opposite to the sling ring with a slight radial gap to form a labyrinth seal between the position and ring.
