The device (1) has at least one frame.(2) together with a chassis (3), a power supply unit, a control unit, a milling rotor and at least one induction roller, a guide plate as well as an arrangement for sending control signals and transferring movements produced by the drive unit to the milling rotor and to the induction roller. The induction roller(s) and the milling rotor are arranged so that the waste material is supplied to the milling rotor under the effect of the induction roller.
