The mortice lock (10) has a latch (12) withdrawn by a conventional cylinder (13) and arm (15) and a locking bolt (16) actuated by a cylinder (17). A frame mounted balking system (11) rotates about an axis (23) and normally blocks the horizontal movement of a slider (19) and the operation of the bolt. When the balking assembly is electromagnetically rotated the slider is not blocked and the bolt is allowed to move.
