The conventional structure (2) includes a natural stone or ceramic tile surface (4) with the surface heating system (6) below it. Heating pipes (14) are held in a formed metal panel (10) inlaid in a foam panel (8). In novel design, the surface layer (4) is inlaid into a plastic frame (16). The plastic frame is laid directly onto the area heating system, or onto a vapor barrier sheet over it. Surface layer (4) and/or frame are bonded to the surface of the area heating system.
