In a multi-RAT network each radio network controller RNC or BSC calculates new service specific Free Capacity Information Elements (IEs) and put them together with: standardised Cell Capacity for user traffic, total Load Value, RT Load Value, NRT Load Value, etc. into one or more messages directed to the neighbouring domains of other radio network controllers of the same or another RAT. The new IEs, as the other IEs, are exchanged over existing interfaces: Iu, Iur, Iur-g, A, etc. Real Time (Streaming and Conversational) and Non RT (Interactive and Background) groups of services are considered separately for uplink and downlink. The total cell capacity is configured among: RT Dedicated Capacity (Cd(RT)), Nrt Dedicated Capacity (Cd(NRT)), RT/NRT Shared Capacity (Cs(RT/NRT)) which is a percentage of the total cell capacity that can be shared between RT and NRT services. The actual occupation of the cell capacity is calculated for: Occupied Capacity for RT services (Co(RT)) and Occupied Capacity for NRT services (Co(NRT)). The Occupied Capacity for RT services is distributed as follows: Occupied RT Dedicated Capacity (Cd(RT), 0) and RT/NRT Shared Capacity occupied by RT services (Cs(RT/NRT), o(RT)). The Occupied Capacity for NRT services is distributed as follows: Occupied NRT Dedicated Capacity (Cd(NRT), o) and RT/NRT Shared Capacity occupied by NRT services (Cs(RT/NRT), o(NRT)). The Occupied RT/NRT Shared Capacity, or Cs(RT/NRT), o is obtained by adding Cs(RT/NRT), o(NRT) to Cs(RT/NRT), o(RT). Finally the the service specific Free Capacity Information Elements (IEs) are calculated for RT and NRT as in the following:RT Free Capacity IE = (Cd(RT) + Cs(RT/NRT)) - (Cd(RT),o + Cs(RT/NRT),o);Nrt Free Capacity IE = (Cd(NRT) + Cs(RT/NRT)) - (Cd(NRT,o + Cs(RT/NRT),o).
