PROBLEM TO BE SOLVED: To prevent traffic from temporarily increasing due to position registration with respect to a plurality of mobile communication devices roaming at the same time.;SOLUTION: In order that one or more mobile communication terminals 7 accommodated in a mobile body 2 are subordinated to a relay device 21, a location register 13 stores area identification information in a position registration area in which a relay device 21 is resident as position information of the relay device 21, and stores relay device identification information of the relay device 21 as position information of one or more mobile communication terminals 7 in the mobile body 2. In the case of releasing the subordinate relation of part of a plurality of the mobile communication terminals 7 subordinate to the relay device 21, the relay device 21 transmits a subordinate release request designating part of the mobile communication terminals 7 to the location register 13.
