The system has a destination switching unit (2) and a system monitoring unit, for storing a sequence number that is transferred at a fixed interval from a source switching unit (1) at a normal operating time. The unit (2) and the monitoring unit increase the sequence number by adding a number that is equivalent to the interval fixed at the last stored sequence number, and transmit a data unit with the increased sequence number to an associated communication apparatus (3), when a system switching configuration is produced.
