The system has intake ducts (1, 1`) with ports (7, 7`) opening into a combustion chamber (9), where the opening is controlled by inlet valves. The ports are diametrically opposite with respect to a central axis of the combustion chamber. Two seal valves (6, 6`) disposed in the ducts vary the aerodynamic level such as swirl level, associated to each duct. The ports are shifted radially with respect to the axis of the chamber for controlling the variation of the swirl level for the same speed of an internal combustion engine. An independent claim is also included for a combustion method for an internal combustion engine using an intake system.
