The device has end-plates (4, 5) designed to come to bear against a radial face of an inner race (9) of a rolling bearing. A head (18) of a screw (6), a retaining portion (7) and the end-plates are housed in a space defined radially and axially by a contour of a pulley (2), where the screw is centered in a central opening of the end-plate. The portion is made by cutting out on a press from a strip of metal sheet or by injection molding in a multi-die mould. The end-plates are sleeve-fitted into a bore (8d) of the inner race with large tolerance and provide a seal by narrow passageway.
