The element has phosphorescent elements (2) forming a night lighting and comprising a phosphorescent material and a transparent material. A body (4) made of non phosphorescent material has a flat outer surface (6) and cavities (8). The elements are of cylindrical form and are disposed in the cavities perpendicular to the outer surface. The elements have semi-cylindrical protrusions (10) projecting with respect to the outer surface. The protrusions are covered by a non slip outer coating (12) including small granules fixed in surface on the protrusion.
