The device has a roller milling cutter comprising four blades made of high speed steel of diameter 190 by 150 mm and having a machining radius of 60 by 120 mm. The cutter is mounted on a milling cutter bushing. Four machining teeth provided in the form of a knife are machined and ground with cutting and tapered angles based on a slotting slope of the cutter. The cutter receives the teeth by slight adjustment and is blocked by clamping by using two screws that are positioned horizontally on upper and lower flanges of the cutter. The teeth have alternated slots permitting to break shavings.
