The device has a single lifting spring (19) integrally mounted on a cross piece (20) fixed to a frame of a base (1). The cross piece is integrated to a seat structure through its ends (20a). The spring comprises a U-shaped part projected from the crosspiece (20) on a side of a floor of a vehicle. The part is prestressingly supported on the floor in a horizontal position of the base for exerting pivoting force on the base at vertical lifted position of the base.
