The device has a lamp holder cover with a dome (12) and an annular surface (13) with housings (14) to receive rods (8). An opening in the dome is prolonged by an opening (16) in the surface for a passage of an arm. A locking cup has an opening in its dome prolonged by another opening in its annular surface. The cover and the cup have dimensions, such that, when the cup is placed on the cover, the cap is moved in rotation around an axis normal to median planes of the domes to coincide the openings and seal the openings while not sealing a part of the openings at center of dome apexes. An independent claim is also included for a method of integrating two rods with an arm.
