An offshore structure has a foundation (1) resting on a sea-bed (F), a support infrastructure (2) placed on the foundation, and a superstructure (3) placed on the infrastructure to shelter a living zone (ZV). The superstructure vertically extends from the support infrastructure up to an elevation (El) located above a maximum level that can reach the swell on the water surface in which the zone close to the littoral is found. An independent claim is also included for erecting an urban structure.
