A remotely controlled drive system, connected to the skimmer (10), moves a pair of elongated buoyant pontoons (12,14) through water in a given direction. A net, which spans a space between the pontoons, is oriented to collect surface debris as the pontoons move through the water. Each pontoon is weighted non-linearly from its bow (31,33) to its stern (22) with greater weighting toward the stern.
