The device (4) has a profiled monoblock armature with an internally hollow tubular median body (4d) soldered with lower and upper wings (4a, 4b). The body is horizontal and authorizes adjustment and insertion of a threaded rod (5) into the body. The threaded rod receives a corner-plate (7) that arrives against a case (C) under vacant. A vertical edge of the wing (4a) arrives against a support of an opposed surface of the case. An upper part of the armature with the wing (4b) presents a vertical bend (4c) edged with respect to the wing (4b) and constitutes a support for a concrete floor (P).
