The device has a charged particle transmitter (18) which is an electron gun for providing energy, a storing chamber (19) which is a tokamak for storing the energy, and a charged particle collector (20) which is an electron collector. The chamber has a series of toroidal magnets, a series of poloidal magnets and a central cylindrical magnet so as to produce poloidal and toroidal magnetic field. The charged particle collector captures a plasma and restores the plasma in an electronic system.
