The method involves estimating a coding error for a coding mode based on the sum of absolute values of coefficients obtained after mathematical transformation into the frequency domain of a residue block relative to the coding mode and based on the sum of the absolute values of quantized coefficients corresponding to the coding mode. The coding mode is selected based on estimates of the coding error and estimates of source block coding cost for various tested coding modes. An independent claim is also included for a coding device for implementing video image coding method.
