The device has a chassis provided with a lift table (5) that is mounted on a jib crane (4) provided with a filling periscope (2). The periscope is fixed on the jib crane for permitting the filling of a bag in a container. A rear toothed wheel receives a power transmission chain (9) provided with fingers that are positioned in a ventral bar of the container to ensure driving in rotation. The periscope has a lid (11) and a trap (12) actuated by a jack (13) that permits insertion of the bag in the container, where the lid is unlocked and the trap is in closed position.
