The device has a bi-stable electrical contact rocker (3) comprising a free end (4) movable on a predefined course (C) between stoppers (11, 13) in a bi-stable manner. The stopper (13) carries a contact (37) cooperating with a lower contact (7) of the rocker, and the stopper (11) carries a contact (31) cooperating with am upper contact (5) of the rocker. Ends of the course have a retarder (55) for moving the rocker in the course before arriving at the stopper (13).
