The device has a hollow cylindrical engaging unit (2) that is in the form of a starter and inserted along walls of a lamp-holder of a tubular neon fluorescent lamp. A handle (3) has an interlocking system e.g. stop, with notches or fins located on a head of the starter so as to rotatively integrate the engaging unit with the starter. The engaging unit has a guiding unit (5) constituted of hollow slits aligned with attachments of a cap of the starter.
