The measure has a tape (30) wound within a housing which includes two housing portions comprising a housing base (2) and a housing cover (22), respectively. The portions are joined together along a seam (110a) to encase the tape. The seam is off centered from a centerline of the housing even if the housing is impacted at a surface, where a portion of the housing is made of plastic and another portion of the housing is made of metal. The base, cover and a housing front (40) are interlaced using posts in engagement with aligned apertures formed in the housing front.
