Allocation of a performance indicator among cells in a cellular communication system

A key performance indicator (KPI) is allocated to a best cell among a plurality of cells based on monitored signalling messages in a cellular communication system in order to monitor operation of the system as experienced by a user. Signalling messages are monitored and messages containing measurement reports from mobile units and messages containing update information regarding active sets of wireless communication links associated with mobile units are selected. Information extracted from the messages is used to select a best cell to which the KPI is allocated.
