PPROBLEM TO BE SOLVED: To appropriately maintain efficiency of operation and a National Health Insurance qualified state by automating processing performed when receiving a National Health Insurance transfer notice so that it is reflected in National health Insurance information. PSOLUTION: A National Health Insurance qualification management part 20 registers and manages qualification information containing taking-out, loss and change in each National Health Insurance of the ordinary head of a household or the fictitious head of the household and one or more members of the household, in the units of households in a National Health Insurance database 12. A transfer input part 30 inputs transfer information including the transfer data and transfer content of the specific member of the household based on the application of the ordinary head of the household or the fictitious head of the household. A transfer processing part 32 reflects the input transfer information in the qualification information of the object member of the household. A correcting part 34 analyzes qualification information of the ordinary head of the household or the fictitious head of the household after transfer processing to detect and correct errors such as a head only period, a no head period or an overlap head period. A confirmation updating part 36 makes a warning display of qualification information corrected by the correcting part 34 and urges confirmation, and updates the database with qualification information of the household finished with transfer processing and correction.
